Sudbury Biosolids and WWTP

Project Details

Contract: Public-Private Partnership (P3)

This public-private partnership (P3) project was the first of its kind for the City of Greater Sudbury and biosolids in Canada. Delivered as a Design-Build-Finance-Operate-Maintain on a 22 year agreement that included 2 year design and construction followed by 20 year operation. Construction was completed in two phases. Phase I covered alterations and enhancements to the existing wastewater treatment plant and site infrastructure. Phase II included the construction of the new 25,000 SF pre-engineered steel biosolids facility which housed the entire conversion process including SCADA control system, new equipment, administration space, boardrooms, washrooms and life-safety systems.

During the course of this project, Matheson utilized its’ expertise in water and wastewater construction along with distribution systems to value-engineer different scopes of work to inevitably save the owner $2.1 million from the original budget. This project won the Chuck Willis Award for Innovation and Excellence in Public-Private Partnerships.
